Led by President and CEO Kristin Bennett, Ph.D., KB Science is distinguished from other federal capture teams by its technical breadth, legacy agency experience, and proven rigorous methodology for proposal development. Kristin and her senior associates have personally led large federal center programs and maintain strong agency relationships. Through her leadership and an A-list team of experts, KB Science is known especially as the go-to firm for navigating and competing within the DOE, NSF and DOD federal markets.

 

Kristin A. Bennett, PhD

President and CEO

Kristin founded KB Science in 2008 with the primary goal of helping clients develop stronger business portfolios in the federal market space, mainly in the areas of advanced materials and nanoscience, clean energy, nuclear security, and defense. Approaching 15 years, the firm has assisted corporations and small businesses, national laboratories, educational institutions, investors, and nonprofit organizations to design, build, and implement large technical proposals, contracts, and grants for the nation. Having served within the DOE federal market space for over 30 years as a scientist, laboratory manager and federal director, Kristin is uniquely trusted as a federal strategist. An internationally recognized expert in materials, energy, and crystallography, Kristin is an elected member of the U.S. National Committee for Crystallography and National Academies Board on Scientific Organizations and is a Fellow of the Institute of Geophysics and Planetary Physics at the University of California.

Before starting KB Science, Dr. Bennett was a Vice President at Van Scoyoc Consulting where she established a portfolio of university, corporate, and non-profit clients, focusing on federal business in the energy market space. Prior, she led the DOE’s Nanoscale Science Research Centers program, valued at over $500M, to investigate matter at atomic time and length scales. She was also a senior manager for DOE ultra–fast light and spallation neutron instrumentation programs. Before her DOE tenure, Dr. Bennett served as a Technical Staff Member at Los Alamos National Laboratory where she was best known for building the world-class time-of-flight neutron scattering spectrometer known as “HIPPO” and shooting neutrons at man-made and natural materials. Kristin has ‘shot’ neutrons at starfish, plutonium, beryllium, microdiamonds, olivine, uranium, ice, and supported work for the iceman’s 5,300-year-old axe. 

Dr. Bennett earned her Ph.D. from the University of California at Berkeley in Geology and her B.S. from Trinity College in Mechanical Engineering. Under the NSF Women in Engineering Fellowship, she completed part of her B.S. at Dartmouth College and part at King’s College London. She was a Postdoctoral Fellow at the GeoForschungsZentrum in Germany. Kristin is also an avid mountaineer. She recently was the first American woman to summit original ascents of both Tharke and Nupla Khang mountains, 2017 and 2018, opened the first route of the 2019 season for Ama Dablam in Nepal. She summited Mt. Everest (8848m) on May 23, 2021, and is the third American woman to summit K2 (8611m) on July 22, 2022.

Meet the Team

  • Scott Boyce, Ph.D., MBA

    Senior Associate

    Dr. Boyce is the former R&D Manager – External Technology at The Dow Chemical Company, where he served in this role for over seven years. In this capacity, he worked with the Manufacturing USA program and provided high-level management and operations support for DOE’s Institute for Advanced Composites and Innovation Institute. Previously, Dr. Boyce led External Partnerships as Program Director for Rohm and Hass.

    Scott is an experienced technical program manager with a focus in government business development, government contract management, compliance and proposal writing. He has distinctive competencies in R&D partnership development and was instrumental in supporting the Dow partnership with the DOE.

    Scott serves KB Science as a strategy advisor and provides support and direct assistance with full capture development, strategy, partnership and membership development, ecosystems, color teaming, and compliance. He has worked with KB Science on nearly all 11 DOE and DOD Manufacturing Institutes and multiple DOE Hubs and engineering research centers.

    Scott earned his Ph.D. from Dartmouth College in Chemistry, his MBA from Temple University, and his B.S. from Bowdoin College in Chemistry and Environmental Studies. He is an avid athlete, former marathoner, and active gardener. He summited Mount Washington in June 2021 with the KB Science team.

  • Paul Burrows, Ph.D.

    Senior Proposal Strategist

    Dr. Burrows brings over 25 years of both executive government and industry leadership to KB Science, after having served as Senior Vice President for R&D at the Institute of New Energy developing and commercializing clean energy and environmental technologies. During his tenure, between 2012 – 2017, the Institute started 6 new companies each with an average Series-A investment.

    Prior to this position, Paul was a National Laboratory Fellow at the Pacific Northwest National Laboratory where he led scientific research programs across materials and manufacturing sectors including light-emitting diodes and photovoltaic programs.

    Paul serves KB Science as the firm’s lead pre-submission reviewer, with a focus on ‘scientific storytelling’ and making the first 1-5 pages of a grant the true excitement. He is author of the KB Science ‘5-Step Magic Proposal Process’ that we believe will make or break any winning submission. Paul has worked with over 50 KB Science teams at various universities and national labs to build more competitive submissions.

    Paul obtained a Ph.D. in Physics from Queen Mary College, University of London, in 1989, where he worked on the design and fabrication of molecular electronic devices. He has over 110 publications in refereed journals and is a co-inventor of 121 issued U.S. Patents in the field of organic semiconductors, thin film technology and solid-state lighting. Paul is an avid traveler, wishing to spend as much time in his beloved home away from home in Greece.

  • Antonia von Gottberg, M.A., M.S.C.E.P.

    Science Operations

    Antonia has over 20 years’ experience in advanced water and wastewater treatment using a broad range of electrically- and pressure-driven membrane technologies. Antonia worked in a variety of director-level roles at Ionics, Inc. and Koch Membrane Systems managing Process Engineers and Product Managers. Antonia has worked on some of the world’s largest applications of membranes for drinking water production and water reuse and has authored over forty technical papers and publications.

    As an independent consultant, Antonia has served as a technical expert on projects related to water and wastewater treatment and filtration in technical and marketing roles, as well as acting as an expert witness. Antonia volunteers with several education-related organizations including: Perkins School for the Blind; Axium Education, who works to improve outcomes for rural learners in South Africa; as an alumna of Cambridge University; and as a parent volunteer in her sons’ schools.

    Antonia joined KB Science in 2023 to support operations. She has worked with clients on several large project proposals to DOE, especially focusing on Community Benefits Plans.

    Antonia has a Master of Science in Chemical Engineering Practice from MIT and a Master of Arts in Engineering Science from Cambridge University, UK. She plays tennis regularly and is a Board Member for her local league. In addition, Antonia enjoys hiking and skiing with her family.

  • Jeff Roberts Ph.D.

    Senior Consultant

    Dr. Roberts is the former Executive Director of the Livermore National Lab HPC4 Energy Innovation program, spending 27 years at the Lab. Now, President and CEO, of Entropy Technology Consultants, Jeff builds technical teams, executing multi-institutional agreements and contracts with complex IP and licensing in energy materials, manufacturing, and security.

    Jeff holds over 50 peer-reviewed publications and 10 patents as a broad technologist developing and emerging technologies with multiple applications including energy generation, storage, and delivery, clean technologies, materials, advanced manufacturing, and sensors.

    Jeff serves as a specialized technical advisor and reviewer for KB Science federal, public, and private research opportunities, with an emphasis in data science and high-performance computing.

    Jeff earned his Ph.D. at Arizona State University in Geophysics and his B.S. from University of Texas San Antonio. Whenever possible to break away from grant reviewing, an expert windsurfer, Jeff’s primary aim is to catch high winds on his bike or board.

  • JoAnn Milliken Ph.D.

    Senior Consultant

    Dr. Milliken is the former Program Manager, Office Director, Senior Executive for DOE’s Office of Energy Efficiency and Renewable Energy. Serving in various capacities over 21 years at DOE, she was instrumental in designing, developing, and directing research, development, demonstration and market transformation programs in energy efficiency and renewable energy technologies and systems, including at the Hydrogen Fuel Cell Technology office.

    Currently JoAnn is Director, New Jersey Fuel Cell Coalition and Rose Institute for Strategic Energy. During her tenure at DOE, JoAnn provided management oversight of ten DOE laboratories; and managed a staff of 1000 employees located in eight states.

    JoAnn supports KB Science as a disciplinary expert, especially in federal management and operations of large-scale institutes, centers, and hubs. She often serves as a strategist and Red Team reviewer. She has supported many pre-submission reviews for KB Science clientele submitting large-center grants to the DOE, NIST and DOD institutes.

    JoAnn earned her Ph.D. from University of Pennsylvania in Chemistry. She is the founding partner of the first women’s’ baseball team in Washington DC.

  • Jeffrey Creskoff, CPA, MBA

    Finance and Billing

    Mr. Creskoff is a Principal at KWC in Alexandria, VA, providing tax planning and preparation, audit and assurance, business consulting, and financial and retirement planning services. Jeff is accomplished in many industries including professional services, government contractors, non-profits, real estate, construction, and healthcare.

    For over two decades, Jeff has served as the lead for all KB Science business contracts and billing services. He supports all KB Science university, industry, national lab and non-profit contract engagement across the energy sector and oversees all financial actions and activities.

    Jeff holds a BA in Accounting and an MBA General Business from Virginia Tech and is an avid almost professional skate boarder.

  • Maria Emanuel, Ph.D.

    Proposal Development and Capture Advisor

    Dr. Emanuel has 20 years of experience fostering multistakeholder partnerships and cultivating innovation for research enterprises. She helps teams achieve their goals and enhance their impact through understanding stakeholder motivation, creating strategic roadmaps, utilizing clear communications, and optimizing operations.

    Maria’s professional experiences center around research-focused intellectual asset management and technology transfer; research collaboration and research development; and ethics in research and scholarship training. She began her career with a life sciences start-up company, followed by 18 years at the University of New Hampshire.

    Maria has focused on advancing interdisciplinary research through proposal development support prioritizing partnerships, innovation, and/or commercialization; developing research partnering events; and management of an institutional seed grant for collaborative and interdisciplinary research. She co-instructed undergraduate and graduate classes on intellectual asset management and ethics in research and scholarship.

    Maria joined KB Science in 2024. She earned her Ph.D. from Case Western Reserve University in Cell Biology and B.S. in Biochemistry from the University of New Hampshire. Maria is an early morning runner, community volunteer, and returning piano student.

  • Jan Abramson, M.S.

    Lead, Grant Writing and Contracts

    Jan Abramson is an experienced research development and research administration professional with a proven track record of supporting principal investigators, faculty researchers, university colleges and programs and nonprofit organizations. She has over 25 years of experience in grant writing, editing, mentoring/mentor training and organizational growth and leadership.

    Jan has extensive experience with National Institute of Health proposals and awards, working with all levels of faculty, as well as postdocs, graduates, and undergraduate students.

    She received a master’s degree in Higher Education Administration from the University of Central Missouri and has completed numerous post-graduate certifications. Jan is a charter fellow of the National Organization of Research Development Professionals (NORDP) and recipient of NORDP’s inaugural Mentoring Award. She is also a certified Therapy Dog handler, and frequently visits hospitals, schools, libraries and airports with her dog, Izzie.

  • Shirley Bass, B.S.

    Graphics Designer and Graphics Lead

    Ms. Bass has over 20 years’ experience as a graphics specialist designing high-quality scientific figures, tables, schematics, and maps for proposals, whitepapers, and presentations as well as the technical editing of detailed documents. Shirley leads all KB Science graphics packages.

    Shirley has worked as a technical support and scientific designer for various national laboratories, industry, and academia throughout the United States. Her work includes collaboration with AIChE and Savannah River National Laboratory (SRNL) to develop brand and graphics for the DOE RAPID Institute proposal which resulted in $70 million in federal funding as well as developing the strategic plan documents for the University of South Carolina’s national laboratory and DOE energy businesses—resulting in a $16 million state investment in USC. Other notable projects include working on presentations/proposals for Academia-Industry Research, Advanced Manufacturing, AI Research, Clean Energy, Infrastructure Support, Multimodal Systems/Freight Logistics, Robotics and Drones, Nuclear Waste/Transport, National Security, National Grid and Smart City Technology.

    Shirley graduated from The College of Saint Rose in Albany, N.Y. with a Bachelor of Science in graphic design. Her work throughout her career has included designing templates, annual reports, PowerPoint presentations, scientific posters, banners, and science-based websites.

  • Dana Desonie, Ph.D.

    Lead Editor

    For over two decades, Dr. Desonie has been a science writer and editor (The Science Writer, LLC), specializing in, but not limited to, earth, environmental science, and sustainability, editing proposals, books and manuscripts in many fields. Before joining the KB Science team, Dr. Desonie taught college-level geology, oceanography, and technical writing for geologists at Arizona State University (ASU) and was a grant writer for the ASU Julie Ann Wrigley Global Institute of Sustainability.

    Dana has been supporting KB Science editorial work for over 4 years and serves as our large-project compliance and “one-voice” lead editor. She has helped our clients win multiple DOE and NSF large center, early career, and core program grants.

    Dana earned a Ph.D. in Oceanography from Oregon State University-Corvallis, a M.S. in Geology from the University of Oregon-Eugene and has taken various science and environmental writing courses at Columbia University. She is an extreme hiker, traveler and has just returned from exploring the Galapagos Islands.

An Elite Team of Consultants

KB Science counts more than 250 disciplinary consultants as part of its virtual team. These consultants will play a critical role in capture management, color teaming, and proposal development, as needed. Our reviewer confidentiality policy mandates that we keep the identity of our disciplinary consultants anonymous. However, these funded investigators come from academia, government, industry, and the private sector. They include active Manufacturing USA Directors, large-scale Center directors, ex-agency officials, national lab personnel, and other nationally and internationally competitive researchers. We have a successful 10-year track record of working together to advise teams, conduct pre-submission reviews, lead color team reviews, and provide critical feedback and insight to increase the overall competitiveness of our clients’ offering.
